Drunken driving standard should be 0.05 percent, nonprofit National Academies recommends

The National Academies of Science, Engineering, and Medicine has released a new report that recommends lowering the threshold for driving under the influence to a BAC of .05 percent — down from the current .08 percent — and that alcohol sales should be taxed more heavily.
